L’inauguration de la première usine de collecte de recyclage et traitement des déchets de types électriques et électroniques de l’Afrique Subsaharienne, a eu lieu le 19 mars 2019 à Yaoundé.
A l’initiative de la France et entièrement financée sous fond français, l’usine va permettre à long terme de mieux protéger les Camerounais de la pollution issue des déchets très consommés par toutes les couches de la société. Fruit d’une coopération gagnant-gagnant entre la France et le Cameroun, celle-ci entend d’ici la fin de l’année 2019, collecter 5.000 tonnes de polluants dans les grandes villes camerounaises.
D’après les explications de Boris de Fautereau, « les déchets électroniques regroupent l’ensemble des appareils électriques en fin de vie à savoir téléphones, écrans plasma, climatiseurs, lampes, téléviseurs, appareils électroniques ou électroménagers, etc. » Bref tous appareils qui accompagnent le quotidien des Camerounais du nanti au pauvre, d’où le danger de ne point connaitre comment éviter de polluer la nature avec ces appareils.
Toujours d’après Boris de Fautereau, certains acteurs du secteur informel s’hasardent souvent à collecter des déchets, sans se soucier de leur toxicité et les passent par le feu ou encore procédant à leur casse sans précaution. Cela, les expose à de nombreuses maladies telles les cancers ou les intoxications diverses, en leur donnent également l’illusion de se faire de l’argent. Mais hélas ! Les déchets électriques et électroniques possèdent, d’après des enquêtes, de nombreuses substances toxiques comme des polluants organiques persistants, des gaz à effet de serre lorsqu’ils sont brulés à l’air libre, de l’amiante, des composés radioactifs, etc.
Par ailleurs, loin de ne point susciter un intérêt, ces déchets bien traités et mieux recyclés peuvent aider à extraire du cuivre, du coltan, des terres rares, etc. Tous ceci objets de convoitise de la part de certaines grands firmes internationales et pourvoyeurs en devises. La « mine rare » comme l’appelle déjà affectueusement les responsables du Projet WEECAM, pourrait donc générer beaucoup d’argent aux Camerounais qui prendront soin, de bien collecter afin de traiter dans leur centre de traitement sis à Yaoundé au quartier Awae Escalier au lieu-dit Ewonkang.
Une expansion salutaire
Lancé sur 12 à 15 mois, le projet WEECAM compte générer officiellement 157 emplois. Avec 500 potentiels emplois indirects, il se positionne comme un acteur majeur dans les prochains mois du recyclage à but lucratif des déchets électriques et électroniques. Pour mieux atteindre les objectifs, les responsables affirment que dans les prochains mois, la construction et l’équipement d’une usine de 2.500 m2 à Douala seront effectifs.
Avec l’ouverture d’au moins 12 points de collecte à Yaoundé et à Douala, qui seront matérialisés en réalité par la pose de plusieurs containers, le volume ciblé de 5.000 tonnes de déchets à collecter risquerait de dépasser les prévisions compte tenu de l’engouement des Camerounais à se lancer dans des initiatives innovantes.
Auparavant et depuis le lancement du projet en 2013, Solidarité Technologique n’avait jamais fait mieux qu’une collecte de 50 Tonnes de déchets par an. Le nouveau challenge devra être à la hauteur des attentes car pour continuer le projet et susciter les financements, l’impérativité de la réussite est une obligation.
Avec cette initiative qui a vu son inauguration faite par les Ministres de L’environnement et de la Protection de la Nature à savoir S.E Hélé Pierre et celui de l’emploi et de la formation professionnelle S.E Issa Tchiroma Bakary ainsi que l’Ambassadeur de France S.E Gilles Thibault, représentant le pays de la liberté et de la fraternité, nul doute que de nombreuses familles et camerounais vont se voir délestés d’objets dont ils avaient sous-estimé la valeur.

La France entend d’abord apporter du bien-être et l’amélioration des conditions de vie. Ce projet n’appartient pas seulement à la France. C’est un projet franco-camerounais et international. C’est très important car le tri des déchets électroniques, la collecte et le retraitement sont une obligation pour tous. Donc, c’est très important ce qui se passe aujourd’hui d’associer à cela des actions de formation.
A Solidarité Technologique c’est un excellent travail qui a été fait. C’est pour cela que les différents Ministres de l’Environnement et celui de l’Emploi camerounais sont venus pour témoigner de cela. C’est une aventure qui a débuté ici avec des fonds français, mais c’est une aventure qui continue avec une aide de l’autorité camerounaise gouvernementale pour le bien-être des populations.

La Communauté Urbaine de Yaoundé a tenu à la création de ce projet parce que c’est une solution aux problèmes de recyclage des déchets électroniques que nous avons à Yaoundé. Maintenant comme tout projet, il y a des difficultés. Si l’on ne récupère pas les déchets, c’est un problème. Si on les récupère sans un cadre normatif s’en est un autre. Moi je crois que des mesures ont été prises et que la protection est là. Ce projet est en bonne voie et nous le soutenons.
